Set the correct language for all apps

I recently found myself having to reinstall Windows 98 and, unfortunately, I selected the wrong English language. I corrected the keyboard, but I cannot correct the default in Microsoft Excel. Do I have to uninstall Windows 98 again or is there another way to correct this?

Like all properly designed applications, Microsoft Excel takes its default language from the Regional Settings that you access from Control Panel. Make sure that this is set to 'English (United Kingdom)' and then check the desired formats are being used for numbers, currency, time and date.
